Building in Paris
All builders must first apply for a plan review through Planning & Zoning. Fees vary based on size of project, encroachment, impact and any water or sewer connections. See more details below.
Minimum Building Requirements
- 90 feet Curb/Street Frontage
- Maximum Height is 35 feet
- Homes must be a minimum of 1000 square feet
- Water & Sewer Connections are limited to 7 awarded per year (requests must be accompanied by building plans)
- Setbacks are 20 feet from the front and 10 feet from adjacent properties
Zone 1
- Minimum Lot Size 1/4 acre
Zone 2
Everything within the City limits outside of Zone 1
- Minimum Lot Size 1 acre
Encroachment
If you are building a driveway attaching to a City road and/or if you need to dig in the city right of way, you must first bond with the City with an encroachment bond and receive an encroachment permit.
Annexation
To be annexed into the City limits, you must be bordering the city boundary line, if you are not, every property between you and boundary line must also be annexed.
Lot & Parcel Split / Land Divisions
All lot splits must first be professionally surveyed by a licensed land surveyor and submitted to be reviewed by Planning & Zoning. Any lot split of 4 or more, must follow the Subdivision Ordinance. After approval, you must then file with the County to have your land split by the County Assessor.
Land Development
To develop a trailer court, subdivision, or other multi-family property, the Subdivision Ordinance must be followed and each building connected must have a separate water & sewer hookup paid for. Due to limited water and sewer services only 7 connections are awarded per year.
Short-Term Rentals
All short-term rentals must acquire a Business License, fill out an application for Short-Term Rental and receive a safety inspection by the Building Inspector.
Building Process Outline
First you must have your building plans ready to submit as part of your application for plan review to Planning & Zoning
You must submit your application for Building Plan Review and be placed on the agenda for Planning & Zoning.
The Planning & Zoning will meet (once a month) to review all applications submitted and placed on their agenda. They review your plans, applicable laws and may call you if they have any questions. These meetings are public and you are encouraged to show up, but you are not required to be there.
After Planning & Zoning has discussed your project they will make a recommendation to the City Council during the next City Council Meeting. The City Council deliberates and votes to approve or disapprove of your project review.
If the City Council has disapproved your plans, you will need to update and resubmit your plans for review with Planning & Zoning.
If the City Council votes to approve your plan review, you will now need to pay all connection and encroachment fees to the City Clerk and call the Building Inspector to issue pay for your Building Permit (208)945-2155.
